He was considered a popular rising politician and sooner became a formidable force in Bihar State Politics. During the Indian general elections in 1989 and state assembly elections, he successfully led the National coalition in Bihar. After 10 years of street politics he was elected the Chief Minister from the same party of ex chief ministers and when he came to power in the 1990 Assembly elections it was world bank that was the first which gave complimentary reports on his work in the 1990s on the economic front.He also earned repute in Fodder scam(patthay chor)in 1986 according to which the police unearthed a Rs 1950 crore(US$ 267 Million), in Bihar, which allegedly involved Yadav and the State’s leading bureaucrats and politicians, .The fodder scam forced Lallo jee to resign as Chief Minister and his wife, Rabri devi a symbol Indian illiterate woman was swapped in state politics as his true successor.
Indian Laloo As Railway Minister
When Lallo had taken charge of Indian Railways has more than 64,015 km of track and 6,909 stations. It has the world’s fourth largest railway network after that of the US,Russia and China.The railways carry over 20 million passengers and 2 million tons of freight daily.
When he took over, the Indian Railways was a loss-making organization. In the 4 years under his leadership, made a cumulative total profit of Rs. 25,000 crore (US$ 5.2 billion).
He left passenger fares untouched and found several other profitable sources of revenue for the Railways. He also improved on his first year’s performance by stating a profit of 14,000 crores with decreased freight and unchanged passenger fares in 2006. Then, in the 2007 budget, he increased the profit level to 20,000 crores with the introduction of cushion seats in all unreserved compartments.In 2008, profits were 25,000 crore (equals $ 6.25 billion @ $1~Rs.40)
His little revolutionary changes to promote local culture in railway like banning plastic cups to serve tea at railway stations and replacing it by earthen cups, to generate more employment in rural areas has gained popularity in pubic. In June 2004, he announced that he would get on the railway himself to inspect its problems and went on to board the Patna railway station at midnight.
Haji Ghulam Ahmad Bilour is a former senior vice President in the Awami National Party (ANP) and present Federal Railways minister of Pakistan. A present and former three-time Federal Minister in Pakistan, He has played a significant role in the ANP.He also participated in election campaign of Fatima Jinnah in his youth time politics. however practically he joined active politics from the platform of the Awami National Party (ANP) in the 1970s and ever since has remained with the nationalist party.A Hindko speaker, he was a close associate of non-violent pukhton leader Baccha khan.he has been elected from Peshawar as Member of the National Assembly four times. He is also a prominent business person in Peshawar. The eldest of four brothers, his family is one of many political dynasties in Khyber-Pakhtunkhwa.It is interesting that each period has brought this group in richest group of Pakistan by converting their constituency and Puktoon areas like fire-ball of Pakistan He is believed to be an aspirant for the party leadership after the present President Afsandyar wali khan completes his term in office.This time this son of wali khan spent his all time in Dubai and US areas and nobody has seen him moving in his areas and constituency which were either attacked by bombs or under miltiary operations.
Pakistani Billo As Railway Minister
When ANP choice minister took charge of Railway the total length of railway tracks in Pakistan is 5,072 miles (8,163 km).It carries 65 million passengers annually and daily operated 228 mail, express and passengers train in which average 178,000 people travels on daily basis.
One can easily analyze the complexity of Lallo’s task on our Pakistani Minister as both took charge of railway of their respective countries when it was showing serious deficit in figures and performance.
A brief summary of his achievements as federal minister of Railway.
– Under his control Pakistan railway sent summary of 15% rise in fares for general public.
– Railway suspended operations of 102 trains among which are few express trains.
– Railway deficit swollen up to 56 billion rupees.
– Under his ministry this Railway has owed 40 billion from state bank of Pakistan.
– Recently he himself compared performance of Pakistani railway by confessing that Pakistan has only 520 locomotives as compared to India’s 8,300 — and some 220 of the country’s locomotives are out of order.

His another declaration that recent flooding had caused a whopping loss of Rs7.696 billion to Railways —Rs6.72 billion on account of infrastructure washed away by flood waters is like last nail in the coffin of this ministry.
Federal Minister of Railways Bilour said on Thursday that Pakistan Railways (PR) has turned into a beggar as it has no money available to pay salaries of its employees.
Lallo jee had taken charge of huge independent ministry of railway .The Indian railway budget is allotted and presented separately and has no comparison with mini structure of Pakistani railway system that hardly laid down few kilometers of tracks since the creation of Pakistan.Laloo jee might be more corrupt and less educated politician than Billour of ANP but one can easily judge the performance of two politicians through their assigned job as state ministers and in this game Lallo has taken an edge on our so-called Billo of ANP who is throughout showing us pessimistic approach of his ministry from where he is taking extra ordinary pay and perks as Federal Minister.
This little analysis of performance sheet of Indian Laloo and Pakistani Billo is explaining us lot of political clues that Pakistani politicians are far behind in their approach as politician as compare to Indian corrupt politicians even in basic lessons of management and state politics.It is not matter of corruption or level of comical way of politics of both countries but it is the case of responding to public demand to strengthen the strong political infrastructure .Existence of strong political structure itself reshape, mold or re fabricate the acts of corrupt politicians toward public’s interests/welfare as no other choice is available to them except to divert their energy for giving people their due rights as citizens of state.
